Delaware River and Bay Authority Names New Deputy Police Administrator - Promotes DRBA Police Captain David E.  Winch to Lt. Colonel

(New Castle, DE) Today, Delaware River and Bay Authority (DRBA) officials announced the promotion of David E. Winch of Salem, New Jersey to serve as the agency’s new Deputy Police Administrator.  Mr. Winch who has more than twenty six years of law enforcement experience at the bi-state agency, officially began his duties as the Deputy Police Administrator on May 1, 2016. Lt. Colonel Winch reports to the Authority’s Police Administrator, Colonel Richard H. Arroyo.

The Deputy Police Administrator, the second highest ranking officer in the department, serves as the primary advisor to the Police Administrator regarding police operations, practices and procedures.  The incumbent is also responsible for the management and supervision of various administrative and operational units in the police department, makes recommendations on staffing and assignments, provides direction on crime prevention activities and highway safety, and participates in the recruitment and selection process for new hires and promotions within the department.

For the past two years, Lt. Colonel Winch was serving as the police department’s Chief of Staff.  In this role, he utilized his talents and law enforcement knowledge to develop and implement strategic plans with senior management; mentor, coach and supervise the department’s Lieutenants and Sergeants; identify training needs and assure that all mandated police accreditation requirements are satisfied.

For more than 25 years, Lt. Colonel Winch has served the DRBA police department, in a number of roles, each with increasing levels of responsibility.  In 1990, Lt. Colonel Winch received his basic training at the Delaware State Police Academy and began his career as an Authority patrol officer.  Two years later, he was promoted to serve as K9 officer.  In addition to Chief of Staff, Lt. Colonel Winch also served as an Operations Officer and Troop Commander.

Lt. Colonel Winch, who is a certified police instructor, earned a Bachelor of Science degree in Behavioral Science from Wilmington University followed by a graduate degree in Strategic Leadership from Neumann University.  He is also a graduate of the University of Louisville’s Southern Police Institute with a certificate in police supervision, command and leadership.  Mr. Winch is currently pursuing a graduate degree in Homeland Security from Wilmington University.

Lt. Col. Winch has earned numerous departmental awards and service recognition during his career, including a three time recipient of the Life Saving Award, Mothers Against Drunk Driving award, and recognition from the Maryland State Police for his efforts to capture a dangerous fleeing felon.
