Cape Henlopen Elks Lodge #2540 donated $2,000 to a memorial fund established in the name of Cpl. Stephen Ballard who was killed in the line of duty April 26.
An eight-year veteran serving the citizens of Delaware, Ballard, 32, left behind his wife and 5-year-old daughter. Donations go to the DSTA Stephen Ballard Memorial Fund set up by the Delaware State Troopers Association.
