Local developer has plans for workforce housing

Project would be located in growing area near Angola

Henlopen Meadows, a proposed housing project near Angola, would be designed for workforce housing.

During a May 23 Office of State Planning Coordination Preliminary Land Use Service meeting, Developer Joe Reed of Boardwalk Development said the 201-single-family subdivision on 60 acres would have smaller lots with lower HOA fees to keep homes affordable. “Most of the homes being built are primarily for active seniors and retirees leaving local working families out of the market,” he said.

The developer is seeking a rezoning from GR-AR-1, general-residential and agricultural-residential, to GR-RPC, general-residential–residential planned community along Camp Arrowhead Road, Angola Beach Road and Sandy Bay Drive. The approximate density of the project would be 3.35 units per acre. Up to four units per acre are permitted in GR zoning districts.

Engineer Ken Christenberry said other parcels in the area are zoned GR, including Angola Beach and Estates, a manufactured home park opened in the 1980s. He said the project would be designed to provide a network of trails within the community with connection to a shared-use path along the frontage of the property.

Delaware Department of Transportation’s Bill Brockenbrough said if the application is approved, the developer would be required to add turn lanes and widen Angola Road as well as Angola Beach Road, both with 11-foot travel lanes and 5-foot shoulders, near the parcel. He said the developer would also be required to contribute some funding to a $4.6 million project to improve the Route 24-Angola Road intersection.

The application was filed May 15 at the Sussex County planning and zoning office. It typically takes about five to six months before an application is placed on planning and zoning commission and county council agendas.

Proposed project off Route 1

Also presented during the PLUS meeting was a multifamily housing/commercial project at the intersection of Route 1 and Old Mill Road north of the Nassau bridge outside Lewes.

Developer Hillcrest Associates Inc. will seek a rezoning from AR-1, agricultural-residential, to CR-1, commercial-residential, and MR, medium-density residential, for a 15-acre parcel for 150 units of 55-plus housing and 4,500 square feet of commercial space.
