Perry Phelps appointed chief of Bureau of Prisons

Delaware Department of Correction Commissioner Robert M. Coupe has appointed Perry Phelps as chief of the Bureau of Prisons. The appointment became effective July 8.

Phelps replaces Mike DeLoy, who recently retired.

Phelps had formerly been warden of the James T. Vaughn Correctional Center in Smyrna, a position he held since January 2008. Prior to that appointment he was director of the Division of Youth Rehabilitative Services within the Delaware Department of Services for Children, Youth and Their Families.

A 25–year veteran in the field of adult and youth corrections, Phelps began his career in 1988 as a correctional officer at Howard R. Young Correctional Institution in Wilmington. He worked his way up the ranks to become the facility’s security superintendent in 1997 and to a deputy warden position in 2003 before leaving for DSCYF in 2005.

“Chief Phelps’ diverse experience during his career has prepared him well for this opportunity to lead the Bureau of Prisons,” Coupe stated. “I am honored to serve with Chief Phelps as we continue to move the Department of Correction forward.”
