Sussex officials grant more time to Marsh Island

A developer who is converting a former golf course into a housing subdivision will now have more time to get the project substantially underway.

At its Nov. 7 meeting, Sussex County Council voted unanimously for a six-month time extension to Marsh Island Partners LLC for a 152 single-family home project along Camp Arrowhead Road.

Final approval for the subdivision was recorded Jan. 17, 2013, with a sunset deadline of Jan. 16, 2018.

In a letter to county officials, the developer stated that changes in proposed water and sewer services have held up the start.

“The developer is concerned he could not meet the definition of substantially underway by January and is asking for a time extension,” said Janelle Cornwell, the county's director of planning and zoning.

She said the developer is awaiting a notice to proceed from the Sussex County engineering department with all other agency approvals in place.

The developer now has until July 18, 2018, to get the project substantially underway.

The golf course and restaurant – which opened in 1999 – closed Jan. 31.

Cornwell said, according to Sussex code, construction is substantially underway if the right-of-way has been cleared, the roadways, internal streets and/or parking areas have been rough-graded, the drainage system and/or stormwater management facilities have been rough-graded and erosion and sediment control measures are in place and being actively maintained.
