Lewes BPW to discuss software upgrade

Lewes Board of Public Works will meet at 7 p.m., Wednes­day, March 20, in the board’s second-floor meeting room. The meeting is a week earlier than normally scheduled.

Items on the agenda include general discussion of the SAP/ Blue Ocean management soft­ware system upgrade progress and implementation; discussion of the year-to-date financial status for period ending Feb. 28, 2013; general discussion and ap­proval of the 2013-14 proposed operations and maintenance budget; and discussion and ap­proval to write off $12,294 of bad debt for fiscal year 2012-13.

Lewes to approve budget, set public hearings

Lewes Mayor and City Coun­cil will meet at 7 p.m., Monday, March 18, in City Hall. Items on the agenda include presentation and final approval of city budget for fiscal year 2013-14.

The panel will also consider resolutions to set public hearings on the following: Railroad and Madison Avenue street rehabili­tation project; amend city zoning code table of permitted uses and structures, administrative reviews and variances by special exceptions related to permitting certain uses in the Marine Com­mercial Zoning District; amend city zoning code to permit places of worship in all zoning districts except Open Space; amend city zoning code table of dimensional regulation for zones R-5, LC and LC(H); amend zoning code add­ing definitions of dwelling and townhouse; amend table of per­mitted uses related to boat slips in the Open Space Zoning Dis­trict; amend section related to fences, hedgerows and landscap­ing along the Lewes-Rehoboth Canal; amend section related to front yards in corner and through-lots; and amend vehicle and traffic city ordinance related to snow emergency routes.

Mayor and City Council will also present the 2012 Elaine Bis­bee Award, and Jefferson Awards Public Service Youth Service Challenge Award; and consider a proposal to open the city manag­er’s office for voter registration 9 a.m. to noon, Saturday, April 6.

Milton council to hold special meeting

Milton Town Council will meet at 6:30 p.m., Monday, March 18, at the Milton Pub­lic Library. The meeting will open with a workshop to dis­cuss scope and objectives of a study of the police department by the International Associa­tion of Chiefs of Police. Council may vote on the item later in the meeting.

Also on the agenda is a more in-depth explanation of the property tax appeal results and further discussion about the Saturday, April 13, referendum, when residents will determine if the town will apply to the state for funding for improvements to the water system. Sea level rise is topic March 15

The Center for the Inland Bays Scientific & Technical Advisory Committee will meet at 9 a.m., Friday, March 15, in the DNREC Lewes Field Station, 901 Pilot­town Road. The committee will hear a presentations on sea-level rise and the results of a study on hard clam densities in the Inland Bays.

Rollerblader struck by car improving

A rollerblader struck by a hit­and- run driver is improving at Christiana Hospital while police continue to search for the driver who left the scene. Robert C. Fla­nagan, 55, of Dover, was struck at 8:17 p.m. March 2 in front of Big Sissies Bar & Grill on Rehoboth Avenue.

Bystanders immedi­ately called an ambulance, which rushed Flanagan first to Beebe Medical Center in Lewes. He was later transferred to Chris­tiana where he was admitted with injuries to his head and torso. According to a Christiana spokesman, on March 14, Flana­gan was listed in good condition. Police investigating the incident said Flanagan was rollerblad­ing on the shoulder of the road, wearing a flashing red light and two other lights when he was struck. The driver fled toward Route 1, police said.

Delaware State Police spokesman John Day said police continue to investi­gate the accident. He said police have received tips, but no arrests have been made. Delaware State Police are asking anyone who may have any information about this incident to contact the Col­lision Reconstruction Unit at Troop 7 at 302-644-5020, Ext. 117.
