Robert Windsor and Ann Hobbs named water and wastewater operators of the year

John Short honored as On-site Professional of the Year

Robert Windsor of Delmar was named the 2012 Water Operator of the Year, and Sussex County Engineering’s Ann F. Hobbs of Frankford was named the 2012 Wastewater Operator of the Year at the 2013 Operator of the Year Ceremony held May 2 at Delaware Technical Community College’s Owens Campus.

Windsor has worked for the Town of Delmar for six years and is currently the superintendent of water treatment. His duties include all of the sampling, testing of water and the handling of any issues that arise at the treatment plant and with the distribution system. Windsor holds a Delaware water operator license, a Maryland Level 4 license and a Maryland superintendent license. He has been praised for the maintenance and operation of his water treatment facilities and his willingness to put the Town of Delmar’s priorities above his own personal needs.

Hobbs has worked for Sussex County Engineering since 1999 and is currently a laboratory manager and wastewater operator. Her duties include laboratory testing, training, compliance testing and training, overseeing operations of an on-site treatment process and process control. She has been praised for her dedication to her job that goes above and beyond her job description, and her great work ethic and professionalism.

Towers Concrete’s John Short, of Federalsburg, Md. was named On-site Professional of the Year. Short was praised for his devotion to the company and his core values that contributes to his ability to work hard and long to complete all jobs until they are done right.

Also, the Allen J. Williams Lifetime Achievement Award was presented to Jerry Williams of Lewes, the retired department chair of Delaware Tech’s Environmental Training Center.

The other nominee for Water Operator of the Year was Artesian Water Company’s Lawrence Blaser of Frankford.

Other nominees for Wastewater Operator of the Year were Artesian Wastewater Management’s Richard Plack of Seaford; Sean Bowden of Seaford; Keith Campbell of Millsboro; John Lynn of Dagsboro; Mark Kondelis Jr. of Harrington; Douglas McClure of Hartly and  Daryl Fithian of Mannington, N.J.; and Noramco Inc.’s Joseph Brown of Wilmington.

The other nominee for On-Site Professional of the Year was Sawyer’s Sanitation Service’s Daryl Jester of Hartly.

The guest speaker for the ceremony was Eric Casey, executive director of the National On-site Wastewater Recycling Association. Casey spoke about the coming changes that will occur in the field, including technological advances, aging infrastructure and more chemicals going into the water supply. He encouraged all water and wastewater operators in attendance to continue to seek out more training and education.

The Operator of the Year Ceremony is sponsored by the Delaware Rural Water Association; Delaware Department of Health & Social Services, Division of Public Health, Office of Drinking Water; Department of Natural Resources & Environmental Control, Division of Water Resources; Delaware On-Site Wastewater Recycling Association; Water and Wastewater Operators Association, Eastern Shore Chapter; and the Environmental Training Center at the Owens Campus.

The ETC has been recognized by countries around the world, and its partnerships with the organizations above are a testament to its success.

The awards are presented annually to water operators, wastewater operators and on-site professionals who have demonstrated outstanding technical excellence and an exemplary work ethic while contributing to the high level of water quality in Delaware.
