Lewes man charged with rape

A 55-year-old Lewes man was charged with rape in connection with inappropriate sexual contact with a 14-year-old girl.

Delaware State Police began investigating Frederick H. Massey Jr. after the girl told employees with the Division of Family Services on June 27 that she had been involved in a sexual relationship with Massey, said Cpl. Gary Fournier of the Delaware State Police.

Massey has worked as a custodian for Shields Elementary School for 19 years. Cape Henlopen School District Superintendent Robert Fulton said he has been suspended with pay pending a district investigation.

Massey met the girl in October 2012 while the victim was working at a Milton-area business; they communicated through text messages and then in February, Massey kissed the girl on the lips, Fournier said.

Police said the relationship continued, and in March of 2013, Massey engaged in inappropriate sexual behavior with the girl while parked in a wooded area near Redden Forest.

On June 28, police went to Massey's home and took him to Troop 4 where he was charged with two counts of second-degree rape and three counts of inappropriate sexual contact.

He was committed to Sussex Correctional Institution on $129,000 cash bond.
