Judge Charles H. Toliver IV joins Morris James LLP

Morris James LLP announces that Judge Charles H. Toliver IV will join the firm in June 2014 at the completion of his second 12-year term as Judge of the Delaware Superior Court.

Toliver was initially appointed to the bench in 1990 by Delaware Governor Michael N. Castle and reappointed in 2002 by Governor Thomas R. Carper. Toliver will be a partner in the Litigation Practice and a member of the firm’s Alternative Dispute Resolution Group. Toliver's practice will center upon civil, corporate and domestic relations mediation, arbitration and case analysis.

During his 24 years on the Delaware Superior Court, Toliver presided over numerous civil and criminal matters, including capital murder cases. He maintained a special interest in the Re-entry Court, which focuses on reducing recidivism by addressing the particular needs of offenders returning to society after having served time in prison. Toliver also supervised the management of cases involving juveniles facing charges as adults in Superior Court.

Of his decision to retire and enter into private practice, Toliver states, “After 24 years, I think the time is right for me to do something else. Morris James seemed to be an excellent fit. The firm is a quality organization made up of talented lawyers providing excellent legal representation with whom I would be proud to be associated.”

Toliver formerly served as assistant city solicitor for the City of Wilmington (1975-1978). From 1978 until his appointment to the Superior Court, he was engaged in the private practice of law with Leonard L. Williams & Associates and Biggs & Battalgia, both in Wilmington. He has also served as an adjunct instructor at the University of Delaware and at Delaware State University.

Toliver is a member of the board of directors of the Lincoln Club of Delaware and the Greater Wilmington Convention and Visitors Bureau. He is also a former chairman of the Wilmington Housing Authority and has served as a member of the Delaware Public Employment Relations Board, the Delaware Violent Crimes Compensation Board, the Wilmington Pension Arbitration Board, and St. Anthony's Community Center. In 2003 Toliver was appointed as one of the two representatives from the State of Delaware on the Brown v. Board of Education 50th Anniversary National Commission by President Bush. Before being appointed to the Superior Court, he served as treasurer and assistant treasurer of the Delaware State Bar.
