The death of a 45-year-old Millsboro man found dead in his taxi has been ruled a homicide.

William Toomey of Millsboro was found dead Aug. 20 in a Delaware Beach Taxi after someone notified police about a suspicious car parked along Country Living Road, said Sgt. Paul Shavack of the Delaware State Police.

Toomey was an employee of Delaware Beach Taxi, which serves Dewey Beach and the surrounding area; a call to Delaware Beach Taxi went to Toomey's voice mail, which was full.

The Division of Forensic Science has ruled the death a homicide, but the cause and manner of death are not being released because of the ongoing investigation, Shavack said.

Master Cpl. Gary Fournier said there are no new updates. "Investigators are continuing to examine any evidence and are still seeking any witnesses that may have been in the area," he said.

Anyone who may have been in the area of Country Living Road between 8 and 9 p.m. Aug. 20 or who may have other information on the incident is asked to call Homicide Detective Mark Ryde at 299-6102, 1-800-TIP-3333, download the Delaware State Police Mobile Crime Tip Application at:, go to or text 274637 (CRIMES) using the keyword DSP.
