Construction firm releases new Cape high school bids

The construction management firm overseeing construction of the new Cape Henlopen High School has identified all remaining apparent low bidders for the second group of project contracts, Assistant Superintendent Janis Hanwell said.

“These will be the last contracts except for the final contract for demolition of the existing school, and that won’t be placed out for bid until next year,” said Alan Redford, vice president of the project’s construction management firm EDiS Co.

Hanwell said she was provided with the bid results Tuesday, Aug. 7. The final bids ensured there will be enough money left of the $75 million allocated for the high school construction project for EDiS to recommend operable classroom windows be added to the base construction contracts, she said.

Redford stated work on the Cape stadium is on schedule and EDiS expects to meet its commitment to have the stadium complete and open by Wednesday, Oct. 17. Other matters currently being addressed by the school district, school board, EDiS and high school representatives include plans for parking during the 2007-08 school year and placement of a highway sign to inform passersby of the construction project.

The low bidders are:
Hanwell said the school board will be asked to approve contracts for the following bidders at its meeting at 7:30 p.m., Thursday, Aug. 23, at the Beacon Middle School cafeteria.

• The apparent low bidder for the general trades contract covering carpentry work is Kent Construction Co. LLC of Smyrna, with a base bid of $3.9 million. Lowest of four bids, it is approximately $800,000 less than the next lowest bid.

• With a base bid of $2.1 million, ALN Construction Inc. of Newark is the apparent low bidder for the gypsum board interior contract. In a field of five it is the lowest bidder and its bid approximately $300,000 less than the next lowest bid.

• The apparent low bidder for the exterior gypsum board contract is Spacecon LLC with a base bid of $1.8 million. With headquarters in Lancaster, Pa., it has offices in Georgetown and Newark. One of five bidders, its bid is the low bid and $600,000 lower than the next lowest bid.

• Quality Exteriors Inc. of Harrington is the apparent low bidder for the roofing contract with a base bid of approximately $1.2 million. Of seven bidders it is the second lowest bid, being $29,000 higher than the lowest bid and more than $400,000 lower than the third lowest bid.

• JDS Enterprises Inc. of Exton, Pa., is the apparent low bidder for the glass and glazing contract. One of three bidders, its base bid of approximately $1.1 million is nearly $91,000 lower than the next lowest bid.

• Flooring Solutions Inc. of Wilmington is the apparent low bidder for the flooring contract. Of four bids submitted, its base bid of $824,000 is lowest and approximately $20,000 lower than the next lowest bid.

• Of four bidders for the kitchen equipment contract, Clark Food Service Equipment, a division of Clark Associates Inc. of Lancaster, Pa., is the apparent low bidder with a base bid of $723,000. Its bid is $85,000 lower than the next lowest bidder.

• The apparent low bidder for the acoustical systems contract is Master Acoustical Inc., with offices in Milford and Newark. One of four bidders, its bid of $634,000 is approximately $93,000 less than the next lowest bidder.

• Of three bids submitted for the painting contract, the $566,000 base bid of Jamestown Painting and Decorating Inc., of Newark makes it the apparent low bidder. Its bid is lowest and approximately $110,000 less than the next lowest bid.

• The $479,000 base bid of Modular Concepts Inc. of Chesapeake City, Md., makes it the apparent low bidder out of four for the wood laboratory casework contract. Its bid is lowest and $26,000 less than the next lowest bid.

• Bear Industries Inc. of Newark is the apparent low bidder for the fire protection contract with a base bid of $448,000, being the low bid of four and $77,000 less than the next lowest bid.

Single bidders
The $635,000 base bid submitted by Dover Building Supply Inc. was the only bid for the doors, frames and hardware contract. The company has offices in Dover and Wilmington.

Roman Mosaic & Tile Co. of West Chester, Pa., submitted the only bid for the ceramic tile and Terrazzo contract. Its base bid is approximately $175,000.

Similarly, the $70,000 base bid of Delaware Elevator Co. was the only bid for the hydraulic elevators contract. The company is located in Salisbury, Md.

When only one bid is received many factors are considered to determine whether the bid is competitive before it will be accepted. Some things considered are the quality of the company’s work, its location and whether its bid is within a reasonable price range based on current prices in the industry, said Hanwell.
