Even before the final site plan for Phase 1 of the project is approved, developers of Carriage Greens near Harbeson are requesting subdivision of 75 acres for Phase 2.
If approved, both phases of the single-family home cluster development off Cool Spring Road would provide 171 lots on 155 acres with amenities that include horseback riding and trails. On Nov. 20, planning and zoning commissioners deferred action on the request.
Subdivision of Phase 1 of the development, 105 lots on 80 acres for a density of 1.35 units per acre, has received preliminary approval from planning and zoning and is awaiting final site-plan review and approval.
Phase 2 would have 66 lots on 75 acres for a density of less than one unit per acre.
County council approval is not needed for this subdivision.
Jim Fuqua, the attorney representing developers KGH Properties Development LLC, said there would be 59 acres of open space in both phases. Access to Phase 2 homes would be from a road connected to roads in Phase 1. Gary Cuppels, president of Engineering Consultants International LLC in Rehoboth Beach, said the average lot size would be around 8,000 square feet and homes would sell in the $250,000 to $300,000 range.
Commissioner Rodney Smith asked about dumping that has taken place on the property in the past.
“There has been an attempt to get the property cleaned up. The owner has paid to have it cleaned up,” Cuppels said. “And the cleanup will continue as part of Phase 2.”
