Administering the proclamation was Stephen P. Tolbert, CWO4, USCG retired. Coffey’s family was in attendance, with sons Ashton and Aayden taking part to remove and replace his shoulder boards.
Serving as a senior-level technical expert and commissioned officer position, a CWO4 is highly skilled specialist selected from the senior enlisted ranks who bridge the gap between enlisted personnel and commissioned officers.
