Conley’s to consider transitional housing proposal

Springboard Collaborative has plans to construct a small community for homeless families

Conley’s United Methodist Church near Lewes is considering a tentative proposal by The Springboard Collaborative Inc. for transitional housing to be placed on church property.

According to the Rev. Bill Davis, the current vision would include a small number of temporary buildings to house families with children who need transitional housing. “There is a need for this type of housing in the area, and Conley’s Church has enough acreage to allow the buildings to be placed a good distance from the church buildings and far from any existing residential areas,” he said.

Davis said at this time, there has been no formal agreement to proceed with Springboard.

If an agreement is reached between the church and Springboard, a conditional-use application would be filed with Sussex County, and public hearings before the county's planning and zoning commission and county council would be scheduled.

According to the website, if approved by church officials, the Conley's Enclave, at 33106 Jolyn's Way, would have 16 modular units for homeless families, each 100 square feet in size, constructed by the Pallet company to house up to 20 adults and 20 children. Other Pallet units would be provided for office space, bathrooms, showers and laundry service.

The operational role of the collaborative would be to ensure that financial, legal, administrative, safety and sanitation matters are being properly managed for the well-being of residents while enhancing the peace and security of the broader community, according to the website.

The Delaware-based Springboard Collaborative's mission is to build affordable housing communities that foster well-being for all Delawareans in need. Plans are underway to build a provide a similar homeless community in Georgetown.
