It sounds like the potential cost to keep the Harbor of Refuge Lighthouse in its current location on the breakwater is not practical and probably just kicking the can down the road. I like the idea of the much reduced cost of relocating it and having it become a land-based attraction.
I think the derelict property at the end of Pillottown Road where the former Green Hill Light was located and is owned by the city would be a really good location to move it to and clean up into a local attraction. I think it would really suit the history of both the property and the Harbor of Refuge lighthouse.
