Seaford has it down best and Ronnie MacArthur would know best because he is a former Seaford city councilman.
1. Any resident 18 or older may vote (no voter registration required, just proof of age and residence).
2. Properties owned by non-resident property owners get one vote and the designated voter only gets to vote once.
Note: If the designated voter is an owner of other properties, either as a co-owner, shareholder, officer, partner, member, trustee or the like, none of those properties can have a designated voter. Nonresident voters must be registered because of the verification.
I think that is as fair as it gets. But, I'm sure it can be improved upon, like with allowing commercial long-term lessees to vote.
