April 11, 2022

Two men face murder and other charges following a shooting April 7 that left a Laurel man dead.

Delaware State Police responded to a home at 12:24 a.m. in the 18000 block of Laurel Road and found Frank Pavlovic, 49, of Laurel, shot in the driveway of his home suffering from a gunshot wound to his upper torso, said Sr. Cpl. Leonard DeMalto of the Delaware State Police.

Police learned Pavlovic had argued with Josiah Garrison, 18, of Denton, Md., and Ramon Duker, 21, of Millsboro, when the two robbed and shot him, DeMalto said. The men then held a gun on Pavlovic’s acquaintance and ordered the acquaintance to drive them away from the home, DeMalto said.

Pavlovic was pronounced deceased at the scene.

Later that day at 2:20 p.m., DeMalto said, Garrison, accompanied by Duker, went to Beebe Healthcare in Lewes for an injury, when police arrested them. They were taken to Troop 7 and charged with first-degree murder, first-degree robbery, possession of a firearm during the commission of a felony, second-degree kidnapping, and first-degree conspiracy.

Garrison and Duker were arraigned at Justice of the Peace Court 2 and both were committed to Sussex Correctional Institution in default of $1,146,000 cash bond.
