Whose responsibility is it to remove junk?

This is an open letter to Sussex County Councilman I.G. Burton: 

After my second phone conversation with Mr. Burton, I need some clarification pertaining to my situation. My question for Mr. Burton: If I dump a truckload of junk and trash in your back yard, what would be the outcome? Who would be responsible for cleaning it up?

If the answer is the one dumping the junk is responsible, why did I get a violation notice with 30 days to clean up what my tenant dumped on my property? This violation also states that if I do not clean up this junk and trash, the county adds a cleanup charge to my property tax bill.

If the answer is the property owners’ responsibility to clean up junk that others dump on their property, then when I comply to the violation notice, can I load this tenant’s junk and dispose of it in Mr. Burtons’ back yard and let him worry about getting rid of said junk?

I await your response so I will know how to proceed with this violation notice. Thank you for your speedy response.
