Quality Care Homes has expansion plans

Quality Care Homes of Lewes has plans to expand but needs approval from Sussex County officials to locate the business on a Hopkins Road parcel.

Kenneth Dominic/Alton Drummond have filed for a conditional use to operate a home remodeling, general contracting and repair business on a 3.5-acre site at 20366 Hopkins Road near Lewes. The owners live on the front section of the parcel, which totals 6.3 acres in an AR-1, agricultural-residential, district.

Because commercial use of properties is not permitted in AR-1 districts, approval of a conditional-use application is required.

Included in the plans are two 4,800-square-foot buildings. One would provide storage as well as office space and a residence for a general manager. The second would be for storage. The buildings would be located on the back section of the parcel about 1,000 feet from Hopkins Road. The property owners have planted 80 new trees to provide a buffer.

During Sussex County Planning and Zoning Commission's July 23 public hearing, the applicants' representative, land planner Mark Davidson of Pennoni Associates, said the company, in operation since 2015, currently employs two full-time employees and works with eight subcontractors. “They want to grow to 20 full-time employees in the future,” he said.

Davidson said there would be no outdoor storage, and all maintenance work would be done inside. He said proposed hours would be 6 a.m. to 6 p.m., Monday to Friday and 7 a.m. to 2 p.m., Saturday.

The commission deferred a vote to a future meeting. Sussex County Council will hold a public hearing on the application at 1:30 p.m., Tuesday, Aug. 25, in the county administration building, 2 The Circle, Georgetown.
