David Small joins Duffield Associates

Duffield Associates recently announced that David Small has joined the company as a senior consultant. Small joins Duffield following a 30-year career with the Delaware Department of Natural Resources and Environmental Control, where he served most recently as cabinet secretary from July 2014 until March 2017. Prior to his term as secretary, Small served as deputy secretary from 2001-14, He also served as executive assistant to the secretary and as chief of the Office of Information and Education at DNREC.

During his tenure with DNREC, Small was responsible for policy development, legislative relations, project management and communications. He was awarded the Order of the First State, Delaware’s highest civilian honor, by former Gov. Jack Markell. He was named the 2016 Delaware Public Official of the Year by the American Public Works Association and also received the 2016 Inland Bays Foundation 2016 Environmental Achievement Award. He is on the board of the Greater Dover Boys & Girls Clubs and the Riverfront Development Corporation.

As senior consultant, Small will be part of Duffield’s Environmental group, which provides comprehensive services in the areas of site assessment and cleanup, wetlands evaluation, permitting compliance, sustainability, habitat restoration and safety. Small is a native of Pocomoke City, Md., and a graduate of Randolph-Macon College. Small and his wife Cindy reside in Dover.

Duffield provides consulting in water and natural resources, environmental services, civil engineering, geotechnical engineering, water and wastewater engineering, coastal/waterfront engineering, structural engineering, and construction review and testing services. Duffield’s offices are located in Wilmington, Dover and Georgetown; Philadelphia and Carlisle, Pa.; Bel Air, Md.; and Deptford and Cape May Court House, N.J.
