Delaware has a littering problem

Delaware has a no-littering law. A person found guilty of littering under Delaware statute 160(a) must be punished by a fine of not less than $50 and up to eight hours of community service. 

My opinion is those who want to throw their trash on Delaware’s roadways should wait until they get home, then throw their trash in their own yard and see how they like looking at it.
