Man charged in Delmar stand-off

A Maryland man faces felony firearm and menacing charges after firing at police Oct. 31 during a barricade in Delmar.

Delmar police responded at 9:15 a.m. to the 600 block of East Grove Street for a domestic-related incident and found William Tulowitzky, 27, barricaded inside his residence, said Sgt. India Sturgis of the Delaware State Police.

A woman had been taken to safety by a nearby resident while Tulowitzky returned inside the home where a 2-year-old child was located, Sturgis said. Tulowitzky refused to exit the residence when requested to do so by law enforcement, Sturgis said, and he threatened officers if they attempted to enter the residence. Shortly afterward, she said, Tulowitzky began firing shots at several officers outside the home, and troopers returned fire. There were no injuries resulting from the gunfire, Sturgis said.

Tulowitzky was barricaded inside the home for about two hours, speaking on the telephone with a member of the Delaware State Police Conflict Management Team during that time, Sturgis said. About 1 p.m., she said, the Delaware State Police Special Operations Response Team entered the home and took Tulowitzky into custody without incident.

The woman and child were transported to an area hospital as a precautionary measure. Additionally, Sturgis said, nearby schools were released early for preventive measures. Tulowitzky was transported to Delaware State Police Troop 5 where he was charged with felony possession of a firearm during the commission of a felony, seven counts of felony aggravated menacing, and other domestic-related charges.

Tulowitzky was arraigned at Justice of the Peace Court 3 and committed to Sussex Correctional Institution in default of $330,000 cash bond.
