About 40 people rallied at Legislative Hall in Dover to oppose the death penalty in Delaware. Speaking to citizens, religious leaders and other death penalty opponents before a hearing on Senate Bill 19. Sen. Karen Peterson, sponsor of the measure, told the crowd, "Today's vote is not about the death penalty repeal. It's about the legislative process."
