DelDOT completes RV resort traffic study review

Road improvements, bus stop, signage required for project

The developers of a proposed RV resort near Lewes will be required to improve the road leading to the campground and to provide funding to upgrade a nearby intersection.

On June 6, state transportation officials released a review of a traffic impact study provided by the developer, Jack Lingo Asset Management. The review was forwarded to Sussex County officials who had deferred a decision on Love Creek RV Resort and Campground pending the outcome of the transportation study review.

The developer will be required to make road improvements to Cedar Grove Road from the campground's frontage to the Plantation Road intersection to tie in with a Delaware Department of Transportation project to realign the Cedar Grove-Postal Lane intersection. Those improvements include a 310-foot, left-turn lane into the proposed campground and two 11-foot travel lanes and two 5-foot shoulders. However, that could be amended to 12-foot lanes with 4-foot shoulders to better accommodate large RVs, said Marc Coffe, assistant director of DelDOT's development coordination section.

The developer will be required to contribute 20 percent of the cost of a project to upgrade the Mulberry Knoll-Route 24 intersection. Although not a direct route to the campground, Coffe said traffic will use the roads. Funding for the project has been delayed with right-of-way purchase not scheduled until2017, said Drew Boyce, director of DelDOT's development coordination section. The project includes left-turn lanes and widening of the intersection.

DelDOT is requiring the developer to promote the desired entrance route using Route 1, Plantation Road and Cedar Grove Road through signage, literature and its website.

Other requirements include: Preservation of a 15-foot right-of-way along the proposed park's frontage for a multi-use path; construction of a DART transit stop for a future bus route; and an estimate of seasonal RVs versus short-term campers in order to provide on-site, off-season storage for RVs to reduce traffic.

Jack Lingo Asset Management has two applications pending for the proposed project along Cedar Grove Road. The developer is asking for a conditional use and a zoning change from GR, general-residential district, to AR-1, agricultural residential, for 74 acres of the parcel. If approved, the entire 162-acre parcel would be zoned AR-1. Campgrounds are prohibited in GR zones.

Included on the site plan are 628 camping sites: 516 for recreational vehicles, 30 for tents and another 82 sites for rental cabins. Proposed amenities are an amphitheater/chapel, welcome center, fitness center, laundry, clubhouse, general store, several pavilions and paddle boat launches, canoe outfitter, pumping station, swimming ponds, pools and RV storage.
