Questioning the hours of cement processing plant

Loved Don Flood’s column about the proposed Allen Harim Food plant and his reference to living in Five Points near a long- existent cement plant.  I, too, live in Five Points and question the hours of operation of that plant.  There is no designated start or stop time for operations.  I know we live in “lower slower Delaware,” but should multiple high-end communities around this plant have no breaks to sleep, enjoy time on their screened-in porches, or even take a walk without noise?

Also there is concern about propane gas tanks near homes and environmental sanctuaries being affected.
