The Community Resource Center in Rehoboth Beach invites homeless people to get in out of the cold during the day and enjoy small meals. Freezing temps and a broken water main make Joe Touchton's job cold and icy.
Arthur Rose and Joanne Soskle suit up and brave the freezing temps with plenty of layers and protection for a walk on the beach. "If we can endure Delaware winter then it will be a piece of cake in the summer." Arthur said.
With temperatures descending through the teens and wind chill taking temps below zero, anyone who had to work outside had to be creative to stay warm.
