The Delaware Division of Motor Vehicles recently mailed postcards to owners of alternative fuel vehicles advising them the implementation of the new AFV registration fee takes effect Wednesday, Oct. 1. Owners will receive their AFV registration fee invoices via USPS and/or email with payment due by Saturday, Nov. 1.
Assessed in accordance with Delaware Code following the passage of House Bill 164, the new annual fee ensures that all vehicle owners contribute to the cost of road maintenance, regardless of their vehicle’s fuel type. Delaware joins many other states in assessing an AFV registration fee in addition to the standard annual vehicle registration fees.
The bill was based on a University of Delaware study that projected a drop in motor fuel revenue coming into the state’s Transportation Trust Fund, which helps fund road and bridge improvements. Heavier electric vehicles, compared to traditional internal combustion engine vehicles, according to the bill, are causing more wear and tear on area roadways.
