Brockstedt Mandalas Federico promotes three to partner

December 28, 2025

Brockstedt Mandalas Federico LLC recently announced the promotion of attorneys Matthew Legg, Michele Muldoon and Timothy Fisher to the position of partner.

Since joining BMF’s Baltimore, Md. office in 2022, Legg has played a central role in expanding the public entity practice, particularly in mass tort litigations involving counties, municipalities, school boards and other governing bodies. His work includes major public health and consumer protection matters involving JUUL, opioids, social media platforms and insulin pricing. He is a key leader in the national social media addiction litigation, representing more than 90 school districts, including two bellwether districts, and serving on both the Plaintiffs’ Steering Committee and the School District Subcommittee. Legg has also spearheaded the firm’s work representing more than 2,000 veterans exposed to contaminated water at Camp Lejeune and helped secure the entrustment of the Veterans of Foreign Wars.

“Becoming a partner at BMF is a meaningful milestone,” said Legg. “Working alongside colleagues who are deeply committed to achieving meaningful results for our clients is a privilege. I look forward to helping continue the growth of our public entity practice in the years ahead.”

Muldoon joined the firm in 2024 as senior counsel in the Wilmington office. She has brought a thoughtful and comprehensive approach to estate planning and trust administration, including long-term care planning and asset protection trusts. With over 20 years of experience, she advises a wide range of clients, including young families, elderly individuals seeking to protect their assets, and Fortune 100 entrepreneurs. She also provides discreet planning and administration services for clients in the music, sports and television industries.

“It is a privilege to join the partnership at BMF,” said Muldoon. “I look forward to helping grow our estate planning and fiduciary practices, and continuing to guide individuals and families through important planning decisions.”

Fisher brings nearly two decades of experience in medical malpractice, wrongful death, birth injury and catastrophic injury litigation to the firm’s office in Baltimore. He has extensive trial experience in Maryland, Virginia and the District of Columbia, and has handled every phase of litigation from pre-suit investigation through appeal. Before joining BMF, Fisher spent more than 12 years at a firm that primarily defended hospitals and healthcare providers, giving him a holistic understanding of how these cases are evaluated, litigated and defended. He now uses this perspective to advocate for patients and families.

“Being named a partner at BMF is an incredible honor,” said Fisher. “My time at the firm has been defined by collaboration, purpose and the shared commitment to standing up for people whose lives have been forever altered by medical malpractice. I’m grateful for the trust placed in me and eager to continue serving our clients with the team I’m fortunate to call my colleagues.”

“Matt, Michele and Tim represent the best of BMF,” said Glenn C. Mandalas, managing partner. “They are talented, dedicated, and trusted by the clients and communities we serve. We are proud to welcome them to the partnership. Their promotions reflect not only their accomplishments, but also the continued growth and momentum we’re seeing across the firm.”
