Improve the roads, then build the shopping center

The Atlantic Fields developer seems entirely reasonable in their lawsuit on many points. However, the issue of road infrastructure to deal with traffic is a legitimate reason to deny the development. If the state has neglected to provide the infrastructure for growth, it would be reasonable to refuse the application for development until the state begins the necessary changes. Make the application contingent on this factor. When the state actually provides the roads, the developer can begin development. Any reasonable person would consider this fair.

On the other matters around this, the county's actions were capricious and arbitrary, considering the comprehensive plan, among other things.
