Ruth E. Willey, 73, of Dover passed away at Cadia Healthcare Capital Rehabilitation Monday, Jan. 11, 2021. She was born April 1, 1947, in West Virginia.
Ruth was preceded by her parents, Earl G. and Doris Helmick.
She is survived by her husband, I. Donald Willey; a daughter; two brothers, Butch and Eugene Helmick; and a sister, DeAnna Thistlewood.
Memorial services will be private.
