Scouting Citizen of the Year awarded to Thomas Harvey III

The Del-Mar-Va Council, Scouting America announced E. Thomas “Thom” Harvey III as the recipient of its 2025 Delaware Citizen of the Year Award. 

The recognition honors a prominent First State leader who has a wide influence in the business and professional community while serving as an exemplary role model for local youth.

Harvey will be honored at a ceremony set for Wednesday, Oct. 15, at the historic Oberod Estate near Wilmington. Serving as event chair will be M. William “Bill” Lower, Harvey, Hanna and Associates vice president of environmental affairs.

Harvey serves as chairman of TKo Hospitality and chairman and CEO of Harvey, Hanna and Associates. He also owns and operates multiple management and real estate investment companies. Prior to establishing HHA in 1998, Harvey built, owned and managed multiple waste management companies for more than 25 years. The commercial and residential waste management companies offered the first recycling services in Delaware, modeling possibilities for a green and sustainable environmental future for the region.

Dedicated to giving back to the community, Harvey has been recognized as a University of Delaware benefactor since 2006, has remained active in the UD Mentors Program in the College of Business & Economics, and was inducted into the University of Delaware's Alumni Wall of Fame. Harvey also has served in volunteer leadership positions at several other educational institutions.

In 2008, HHA expanded its nonprofit impact by creating an in-house charitable organization, The Delaware KIDS (Kids in Distressed Situations) Fund, which has partnered with and provided direct financial assistance to multiple Delaware social service nonprofits.

Harvey completed his undergraduate degree from University of Delaware, graduating in 1975 with a bachelor’s degree in business administration.

Funds raised by this event support a variety of scouting programs including workforce development, STEM and conservation, and programs for low-income youth.
