As more and more development moves west from the beach area, at its Jan. 12 meeting the Sussex County Planning & Zoning Commission approved the Four Winds Farm cluster subdivision on Shingle Point Road, one mile south of the Harbeson Road intersection and Milton town limits.

Plans include 336 single-family home lots on 169 acres with central water and sewer provided by Artesian, fire hydrants inside the community and along Shingle Point Road, a recreation area with a 6,500-square-foot clubhouse, pool and deck, tot lot, sports courts and 40 parking spaces, a park area in the middle of the community and a trail to overlook a wooded/wetlands area.

Amenities must be completed on or before the issuance of the 140th building permit.

A total of 28 acres of an existing 31-acre wooded area will not be disturbed.

Lots will average 8,875 square feet, with a 50-foot buffer, including 30 feet of landscaping along the northern, eastern and southern property borders and a 4- to 6-foot berm along Shingle Point Road. The developer plans a 65-foot buffer to protect a three-acre section of nontidal wetlands.

A 12-foot paved emergency vehicle access road to Shingle Point Road will be constructed in the northern section of the parcel. Sidewalks are required on at least one side of every interior street.

The owner of the property is Spring Garden LLC of Milton and the developer is Riber Development LLC of Millersville, Md.

The Delaware Department of Transportation is requiring the developer to provide a 5-foot bike lane at the site access along Shingle Point Road and a 10-foot shared-use path along the property's frontage, and contribute to a proposed traffic signal at the Route 30-Shingle Point Road intersection.

At the Shingle Point Road intersection, a 185-foot southbound left-turn lane and 210-foot northbound right-turn lane will be required.
