Questioning Rehoboth’s outfall hesitation

Just wondering why the City of Rehoboth is against Sussex County buying into outfall connection.

According to a Cape Gazette article published May 15, 2019, the county agreed to pay one-half of a $6 million expansion, and loan the remaining balance to the city interest-free. The overall cost of the expansion is $9 million, of which the county is to pay half. 

The county has been very kind to the city for funds needed for upgrades to the wastewater treatment facility, and this is how Rehoboth Beach commissioners respond. Maybe the county should consider its own outfall pipe at the Wolfe Neck facility, and quit funding City of Rehoboth wastewater treatment facility projects.
