While serving as chief engineer of the Delaware Department of Transportation and executive director of the Delaware River & Bay Authority, he led the execution of capital programs; implemented organizational initiatives to improve transparency, accountability and accessibility; and fostered a collaborative, team-based approach to problem solving.

Previously, he held corporate leadership roles responsible for project execution, business development and strategic planning. He led the successful completion of the $45M Guam Commercial Port Improvement Program for the U.S. Department of Transportation – Maritime Administration, as well as major infrastructure projects throughout the mid-Atlantic area.

Johnson holds a bachelor of science degree in civil engineering from Virginia Tech, a master of science degree in strategic leadership from Neumann University and is a graduate of the American Council of Engineering Companies Senior Executive Institute. In 2004, he was named Delaware’s Engineer of the Year.

Having served in various capacities at the local and national levels, Johnson has been an active member of the American Society of Civil Engineers, the American Council of Engineering Companies and the Delaware Engineering Society. He is currently serving on the executive leadership team for the Delaware American Heart Association’s STEM Go Red program, which promotes increased awareness of STEM for young women in the community. Johnson frequently lectures throughout the Mid-Atlantic area to university students and his peers on the importance of ethics in the engineering profession.

At Duffield, Johnson will lead business development and project execution efforts specifically related to Duffield’s growing regional coastal services practice along with its partner companies in the NECS platform. The NECS platform currently includes Ohio-based Hull and Associates LLC and Florida-based HSW Consulting, both leading environmental, energy, water and civil infrastructure firms.
