Convergence Communities and Colby Cox, the developer of the Granary, have hit on yet another elegant way of avoiding community development costs. By using special development district bonds that are levied on/must be purchased by Granary homeowners, the cost of Granary infrastructure and surrounding Milton road improvements, etc., will not be paid by Convergence Communities, the site developer. I am surprised Milton Town Council allowed Convergence to kick this particular can down the road.
