Lincoln man arrested following officer-related shooting
An armed Lincoln man was arrested Aug. 6 following an officer-related shooting involving a Delaware State Police trooper.
Troopers responded about 8 p.m. to the 20000 block of Johnson Road in Lincoln following a 911 call reporting a domestic dispute. Witnesses said Kenneth Fisher, 49, was armed with a handgun.
When troopers arrived, Fisher was running down Johnson Road. Police said Fisher changed directions to avoid being caught. When troopers commanded Fisher to stop and display his hands, police said, he reached into his waistband. A trooper, a six-year veteran of the state police, fired one shot from a handgun in Fisher’s direction, but it missed him. Fisher then threw down a handgun and surrendered, police said.
Fisher was taken into custody, and a revolver was recovered. A home was found to have been struck by a bullet, but no injuries were reported.
Fisher was transported to Troop 7 and charged with felony possession of a firearm by a person prohibited, felony carrying a concealed deadly weapon and resisting arrest. He was arraigned at Justice of the Peace Court 3 and committed to Sussex Correctional Institution in default of $21,000 cash bond.
The domestic incident is still being investigated, and additional charges are pending.
Per Delaware State Police standard operating procedure, the trooper who fired the round has been put on administrative leave, and an investigation will be conducted into the use of force.
