Milton planners approve office park plans

Adjacent Royal Farms still awaiting legal approvals

The Milton Planning and Zoning Commission, by a unanimous vote, approved final site plans for a 44-unit office park at the corner of Cedar Creek Road and Mulberry Street Extended.

Zac Crouch, engineer for applicant Route 16/5, told the commission Nov. 26, that the company has received all state and county approvals for the project. Crouch said the elevations and other aspects of the building plans still need to be finalized and approved by the town. 

The facility would comprise 44 office spaces with attached garages for storage. The park would be built adjacent to the planned Royal Farms on a lot that is bordered by Union Street Extended, Cedar Creek Road, Mulberry Street Extended and Route 16. Crouch said the offices would be rented out individually. 

Both the office park and Royal Farms are part of a greater 7-plus-acre parcel that was annexed into Milton in December 2020, then partitioned in July 2021. Preliminary site plans were approved in March, and variances were granted in May by the board of adjustment to permit parking in the front-yard setback on the Mulberry Street Extended side of the parcel, and to reduce the parking space separation to the right of way from 4 feet to 1 foot. 

Both Royal Farms and the office park plan to share an entrance to the parcel from Cedar Creek Road, while Royal Farms will also have an entrance off Route 16. Tied to the Royal Farms project are the installation of new turn lanes to the parcel from Route 16, as well as improvements to the intersection of Route 5 and Route 16.

The Royal Farms, which was planned to begin construction in November, has been delayed in part due to issues related to the traffic improvements, and Crouch said agreements over traffic plans have been reached between Royal Farms and Delaware Department of Transportation, but are still being reviewed by attorneys. Crouch added that a certificate of occupancy would not be issued for either the office park or Royal Farms until plans for turn lanes on Cedar Creek Road are approved by DelDOT.
