A 385-unit major subdivision is planned for Shingle Point Road and Harbeson Road outside Milton, but developers intend to seek annexation into the town.
The plan for Carey Farm from Carl M. Freeman Companies will go before the state’s Preliminary Lane Use Service at 8:30 a.m., Tuesday, Dec. 2.
Plans show 242 single-family home lots and 143 townhomes on 192.43 acres surrounding the proposed Scarlet Oaks subdivision, which was annexed into Milton in December 2023. The Carey Farm site plan shows a connection to Scarlet Oaks to the north and the approved Four Winds community to the south, as well as a future vehicular connection to an undeveloped property to the southeast. Entrances to the community are planned for Shingle Point Road and Harbeson Road.
The property is currently zoned AR-1, agricultural-residential, in Sussex County, but the developer would seek R-1, residential, with a large-parcel development overlay in Milton. Town officials have granted large-parcel overlays to the 163-unit Scarlet Oaks project and the 1,350-unit Granary at Draper Farm development.
The Four Winds community is not within the town limits of Milton. That project, with 336 single-family home lots on 169 acres, was granted final approval by the Sussex County Planning & Zoning Commission in July 2024.
The Carey Farm property is a mixture of farmland and woodlands. The PLUS application estimates 58.02 acres of the 116.22 acres of existing forest would be removed. Also, the property has 7.97 acres of nontidal wetlands. The developer estimates 42.35 acres of open space, which includes active and passive recreation, stormwater management and wildlife habitat.
The project when complete is expected to generate 3,314 vehicle trips on an average weekday.
The site is classified as being in state strategies levels 2 and 3, and the land is planned to be annexed into the Town of Milton.
