More inmate education needed in Delaware

January 30, 2026

Thank you for the information on the training being provided for the inmates at James T. Vaughn Correctional Center in Smyrna. I found it interesting that JTVCC is now training inmates in the tattoo business. Through proper training and practical experience providing actual tattoos for inmates, these same inmates may now find future employment upon release.

I only wish there could be more future employment opportunities provided through vocational training. From my understanding, there are few training programs provided at JTVCC. The most basic education of allowing inmates to earn their high school diploma is also not being provided since September for the general compound population at JTVCC.

In the past, this education has been provided by a certified teacher with the help of four inmate aides. The aides had backgrounds in high school math, the sciences, English, history and Spanish. The education supervisor for this program is Sandra Waldee-Warden. Hopefully she can soon provide answers on the future of the high school program. This education program is needed!
