With wording allowing the commercial production of hemp, when the 2018 Farm Bill was signed into law in December, the stage was set for an explosion of cannabidiol-based products to flood the domestic market.

Six months later, Stephen Provost, an Army veteran, has opened the area’s first boutique specializing in the sale of products using hemp-derived cannabidiol – CBD – on Rehoboth Avenue in Rehoboth Beach.

“It’s like the wild west out here right now,” said Provost of ScuBee’s CBD Boutique. “I wanted to open a place that’s not intimidating and offer the highest-quality products available.”

The Farm Bill defines hemp as the cannabis plant, but the CBD cannot contain more than 0.3 percent of tetrahydrocannabinol, the chemical that gets a person high. The bill allows the transfer of hemp-derived products across state lines for commercial purposes. The bill also puts no restrictions on the sale, transport or possession of hemp-derived products.

Provost said all of his products are THC free, which means a person would not fail a drug test if they’re a daily user of his CBD products.

Provost said he became interested in CBD’s benefits when he learned it was being used for anxiety, from which he suffers. He said CBD has also been shown to help with pain, inflammation, sleep problems and seizures.

Provost said there are many ways to use hemp-derived CBD, and he offers many of them – topical creams, supplements, loose-leaf tea, oils and tinctures, beauty products, coffee and bath bombs. The store also offers CBD products for pets.

Provost said he chose the boutique route for his business because CBD users represent all walks of life, and he wanted to create an atmosphere where a person can come in and feel comfortable asking questions.

For now, Provost is the owner and only employee. This is his first business, and he said before he hires anyone, he wants to know what kind of foot traffic and customer questions he should have to train an employee for.

“I’m a disabled veteran scraping my pennies together because I believe in this product,” said Provost. In the first week, he said, there have been lots of questions from customers. “That’s what it’s all about.”

ScuBee’s CBD Boutique, 216 Rehoboth Ave., is open 10 a.m. to 9 p.m., seven days a week. For more information, call 302-278-7550 or go to scubees.com.
