Speed bumps will slow down trail bicyclists

My wife and I were recently walking on the raised boardwalk trail at the southern end of Cape Henlopen State Park when a speeding bicyclist very nearly plowed into us. No warning, verbally or otherwise. I ride regularly throughout Lewes and observe all the rules of the road and always announce passing. Since we can't seem to teach these Tour de France idiots to slow down, perhaps the cheapest and easiest solution is to just install speed bumps. An elevation of just 3 to 4 inches would do the trick.

Pedestrians and wheelchairs/strollers could easily traverse, but bikes would need to slow down. In regard to the boardwalk, two 2-by-4 treated boards similar to what is already there for flooring, stacked on top of each other across the entire narrow walkway would be a nice deterrent. I will also volunteer to install them for free if the park provides the material.
