Why doesn’t Lewes Lowe’s have Route 1 access?

For the life of me I can't understand why the Lowe's at Five Points doesn't have an entrance and exit onto Route 1.

A great deal of the traffic that backs up on Route 9 and Plantation Road is either coming from or going to the Lowe's store.

The Home Depot has access from Route 1, so why doesn't Lowe's?

I would love for someone to give me a history lesson on why this is the case, and if that reason is still valid today given the traffic mess associated with Five Points.
