What’s up with the tree fee in Lewes?

Noticed in the recent Cape Gazette, the Lewes planning comissioners added a provision that would allow the developers to pay a fee in lieu of planting a tree.
 
What would the fee be?  Would it be onerous enough that the developers would be less likely to pay the fee to not have to plant trees, or is this just another method for builders to get away with more local malarkey?
