I see nothing special about the Atlantic Fields location causing it to be the wrong location for the development. Traffic is the most-cited reason given for objection, but I think this is wrong. The closer the shopping is to population, the less it will create traffic overall in the county. The farther away it is located, which seems to be what some people want, the more traffic it will generate in general as people make longer trips to get there. People who stand in the way of things like this mistakenly believe they are preventing a problem, but really usually make it or some other problem worse.
Atlantic Fields seems to be a good location, situated fairly close to population concentration in Sussex. It will be a convenient place for a large number of people to get their things done. Do the traffic studies, and make the developer widen all the necessary roads. But don’t make traffic worse by forcing them to locate farther away from the customer base.
