Capstone Homes has plans for new office

Company seeks rezoning of 2-acre parcel along Route 9

A local homebuilder is seeking rezoning to build a new administration and sales office on property along Route 9 west of Lewes.

Capstone Office LLC has filed a rezoning application from AR-1, agricultural-residential, to C-2 medium commercial for a 2-acre parcel adjacent to Millman's Appliances at 28855 Lewes-Georgetown Highway. The property was previously owned by Drexel Davison, owner of Bad Hair Day in Rehoboth Beach.

According to engineer Mark Davidson, the historic house on the site will be retained for office space.

At the Nov. 14 Sussex County Planning and Zoning Commission meeting, managing partner Jake Booth said Capstone Homes, in business since 2006, builds 80 to 100 homes a year in Sussex County and employs 22 local workers.

This new administration and sales office would be a great asset to our company,” he said.

Managing partner Preston Dyer said the parcel is practically surrounded by commercial zoning with property to the east and west zoned C-1 and CR-1. “C-2 is consistent with existing uses, and is appropriate and consistent with the comprehensive plan. Route 9 has a mix of residential and commercial uses,” he said.

Davidson said DelDOT is requiring the developer to dedicate an additional 20 feet of land along the frontage of the property to allow for a 60-foot right-of-way along Route 9. In addition, DelDOT is requiring the developer to provide access to the Lewes-to-Georgetown Trail north of the parcel.

He said all infrastructure would be funded by the applicant, including an upgrade of the existing on-site sewer system.

Planning and zoning commissioners deferred a vote to a future meeting.

Sussex County Council will have a public hearing on the application at 1:30 p.m., Tuesday, Dec. 17, in the county administration building, 2 The Circle, Georgetown.

Besides building on owners' lots, Capstone Homes builds homes in several developments, including Showfield, Bay Pines and Bay Pointe in the Lewes area and Holland Mills, Cannery Village, Pemberton, Preserve on the Broadkill and The Vines at Sandhill in the Milton area.

C-1 and CR-1 are closed commercial zones and no longer available.

C-2 zoning has 50 permitted uses. The zone includes a variety of retail, professional and services businesses near arterial and collector streets with no outside sales or storage. Retail floor space is limited to 75,000 square feet or less.
