Delaware needs to take care of littering

January 27, 2026

Delaware has a serious problem with trash. Nothing is being done about it, except to pay hundreds of thousands of dollars for cleanup. How about using some of that money to fine the scofflaws who are responsible for the litter?

In the spring of 2025, I sent a letter to Rep. Bryan Shupe, which I also shared with the Cape Gazette. In this letter, I proposed ideas on how to help with the trash issue, i.e., a covered-load law and a bottle bill. I didn't hear back form Rep. Shupe until after the Gazette posted my letter. He called me and stated he would be proposing legislation to address these issues. To date, none of it has come to fruition. I did send him a follow-up via Facebook in June 2025. He didn't respond until November 2025, stating he was still working on it.

I came from a state that does have a covered-load law and a bottle bill. They both work for keeping the litter down. Keeping the trash 100% off our roads will be almost impossible. There will always be the pigs out there who have no respect for the environment.

Delaware has to institute policies to curtail the littering of our roads.
