Lewes man charged with home improvement fraud

September 17, 2025

A Lewes man faces a home improvement fraud charge in connection with a job earlier this month.

Delaware State Police began investigating Jeffrey Brower, 63, Sept. 2 after they say Brower signed a contract with a 66-year-old Lewes resident in October 2024 to do HVAC work, but never started the job. Police said the victim paid Brower $7,000, and the victim was never reimbursed.

Troopers obtained a warrant for Brower’s arrest, and he turned himself in Sept. 11 at Troop 7. He was charged with felony home improvement fraud by false pretense $1,500 or greater and victim is 62 years or older/impaired/disabled. Brower was arraigned by Justice of the Peace Court 2, and released on a $5,000 unsecured bond.

Troopers ask anyone who may have been defrauded by Brower in a similar manner to contact Troop 4 Financial Crimes at 302-856-5850; send a private Facebook message to the Delaware State Police; or contact Delaware Crime Stoppers at 1-800-847-3333.
