Milton council to review proposed development on Mulberry June 7

Plan includes 14 townhouses adjacent to Shipbuilder’s Village

Milton Town Council will discuss a proposed townhouse development at 500 Mulberry St. during its Monday, June 7 meeting, with an eye toward sending the proposal to the Milton Planning and Zoning Commission for further review.

Applicants Stoneleigh Galis Barn LLC and ECMM at Delaware LLC, corporations based in Round Hill, Va., according to Sussex County tax records, are seeking to develop a 2-acre site into Mulberry Heights, a 14-townhouse development on land adjacent to Shipbuilder’s Village. The project also includes an open-space recreation area, 37 parking spaces and sidewalks within the development. The land is located within an R-3 residential zone. 

A concept plan was reviewed by planning and zoning in January, and was met with approval as the commission deemed the project to be appropriate for the lot. The applicants are now asking for the application to go back to the planners for preliminary site-plan review.

According to a memo from town officials, the property has gone through a series of owners since 2015. The original landowner had received final site-plan approval in June 2015 to build townhouses on the lot, but no work was started and approval expired. The property was sold to Delmarva Christian Schools Inc. in 2018, and then again to ECMM at Delaware and listed co-owner Stoneleigh Galis Barn in January. Kercher Engineering is representing the owners on the proposal. 

Council to discuss traffic measures

Besides the Mulberry Street development, Milton council will also discuss two traffic measures: removing a stop sign at Arch Street and Mariner Circle in Heritage Creek, and installing reflective delineators at the intersection of Route 5 and Route 16.

Both measures were recommended for approval by the streets, sidewalks and parks committee. The delineators are planned for installation by Delaware Department of Transportation, which manages the roadways of routes 5 and 16. 

In new business, council will award contracts for installing conduits and lighting along the Rails to Trails from Federal Street to Lavinia Street.

Council will discuss a proposal to close a portion of Union Street for the Zombie Fest parade, set for Saturday, Oct. 16, as well as two ordinances relating to smoking and subdivision of land. Council will make appointments to the board of adjustment and the finance committee, discuss a proposed water capital improvements plan, and discuss a recommendation to remove pine trees at the Chandler Street water tower.
