Monarch Glen plans receive preliminary approval

Monarch Glen, a 246 single-family lot cluster subdivision on a 135.5-acre parcel on both sides of Fisher Road near the Route 9 intersection between Lewes and Milton, received preliminary approval during a July 22 Sussex County Planning and Zoning Commission meeting.

Conditions approved by the commission include a 30-foot vegetated buffer around the perimeter of the property, a connection to the Lewes-to-Georgetown Trail, which is adjacent to the parcel, a 25-foot lot setback from eight acres of non-tidal wetlands on the site, a lot grading plan and notices to residents of agricultural uses and hunting in the immediate area.

Construction hours are restricted to 7 a.m. to 6 p.m., Monday through Friday.

According to documents supplied by developer FR Land Investment LLC, approximately 85 acres of the existing 99 acres of woodlands will be removed during construction. Property owners are Dry Acres and Alpha Farms LLC of Milton.

Sewer service will be provided by Artesian Wastewater Management and water by Artesian Water Co.

The site plan includes sidewalks on both sides of all streets, a pool and clubhouse.

State transportation officials are requiring the developer to contribute funds for possible future traffic signals along Route 9 at the Cool Spring Road and Josephs Road intersections. The developer will be required to improve Fisher Road along the frontage of the parcel with 11-foot travel lanes, five-foot shoulders and a shared-use path. Through and turn lanes will be constructed at the community's access to Fisher Road. The average traffic count is estimated at 2,067 vehicles per day at full build out of the subdivision.

The planning and zoning commission will review the final site plan including all conditions when submitted to the county by the developer.
