Ghost Rainbow?

Taken May 25, this photo by Diane Keyser shows a fogbow over a World War II observation tower in Lewes between Gordons Pond and Herring Point in Cape Henlopen State Park. A fogbow is formed from sunlight interacting with water droplets contained in fog.
